Vipin Kumar is a highly senior Indian bureaucrat and an Indian Administrative Service (IAS) officer of the 1996 batch from the Bihar cadre. Armed with a professional background in Electronics and Communication Engineering, he has accumulated three decades of administrative expertise spanning district-level governance, state corporations, and federal ministries. Kumar built his early administrative career within the state of Bihar, serving as the District Magistrate and Collector across prominent districts such as Bhagalpur and Muzaffarpur. He also held instrumental leadership positions within state-backed entities, functioning as the Chairman of the Bihar Bridge Construction Corporation and the Managing Director of the Bihar Milk Cooperative Federation (SUDHA). Transitioning to central government deputation, he served as a Joint Secretary and subsequently an Additional Secretary within the Department of School Education and Literacy under the Ministry of Education, where he diligently managed the implementation of the National Education Policy 2020 and the Samagra Shiksha Scheme. In late 2024, he was appointed as the Chairman of the Airports Authority of India, a statutory body responsible for steering the modernization and management of the nation's civil aviation infrastructure.
